Establishes a three-member arbitration board to settle disputes between recognized organizations of managerial personnel and the United States Postal Service. Stipulates that if the Postal Service and such organizations are unable to agree: (1)within 60 days after the organization submits written notice to the Postal Service, upon a plan to participate directly in the development of pay policies and other benefit programs; (2)upon a 30-day notice after such participation fails to yield an agreement with respect to such policies; or (3)upon a 30-day notice, after failing to agree upon whether or not a particular issue is subject to such participation; either party may refer the issue to the arbitration board.
