A bill to establish a reduced rate of postage for letters sealed against inspection mailed by private individuals.
States that the rate of postage for sealed letters of private individuals shall not exceed ten cents per ounce per letter. Sets civil penalties for use of such rate on mail sent by corporations, associations, or other entities other than private individuals. (Amends 39 U.S.C. 3626; Adds 39 U.S.C. 3629)
