A bill to provide that the judges of the district courts for the Virgin Islands, Guam, and the Canal Zone shall hold office during good behavior.

Amends the organic Acts of the Virgin Islands and Guam and the Canal Zone Code to change the terms of the judges of the district courts for such territories to good behavior.
