Provides that in the event that an agency employee who presides at the reception of evidence becomes unavailable before rendering a decision, such decision shall be made by an employee qualified to preside at hearings. Prohibits the participation of an employee on an appeals board of an agency if he or she participated in the decision by the agency except as a witness or counsel on the record before such appeals board.
