A bill to amend the Federal Water Pollution Control Act to provide for a study of the effects of sewage sludge in certain waters, to provide that disposal sites for certain sewage sludge shall be moved.

Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to study the effects of sewage sludge disposal in marine waters. Requires modification of ocean dumping permits following the completion of such study, subject to the condition that no approved ocean disposal site shall be less than 25 miles from the United States coastline.

Authorizes the appropriate of $25,000,000 for grants to States and localities to meet additional costs incurred in complying with such permit modifications.
