A bill to establish certain requirements with respect to travel outside the United States by Members and staff of the House of Representatives.
Congressional Foreign Travel Reform Act - Title I: Foreign Travel by Members and Staff of House of Representatives - Establishes in the House of Representatives a foreign travel account to be used as the exclusive means of defraying the foreign travel expenses of Members, officers, or employees except in the case of travel in countries in which local currencies held by the Federal Government are available, or where the transportation costs are furnished by a Federal agency.
Requires any such person desiring to engage in foreign travel to submit a request with respect to such travel to specified House members if the expenses of such travel are to be defrayed by disbursements from the Account or from other Federal funds.
Requires each Member or officer who engages in foreign travel, approved under this Act, to transmit a written report to the Clerk of the House with respect to such travel after completion of such travel. Stipulates that such reports shall be made available for public inspection and printed in the Congressional Record.
Title II: Restriction of Foreign Travel by Members of Congress - Prohibits the payment of any expenses in connection with foreign travel of any Member of Congress who is defeated for nomination for election to the succeeding Congress, or who does not seek such nomination; any Member of Congress who in defeated for election to, or who does not seek reelection to, the succeeding Congress; or any Member of Congress after adjournment sine die of the last regular session of Congress if such Member is not a candidate for reelection.
Title III: Use of Certain Funds for Foreign Travel - Requires any Member, officer, or employee of the House who proposes to engage in foreign travel to transmit a written statement to the House Committee on Standards of Official Conduct if any portion of the expenses of such travel will be defrayed through the use of funds other than public funds or the personal funds if the individual involved.
