States that any executive agreement not specifically authorized by an Act of Congress or by a treaty concurred in by the Senate made on or after the date of enactment of this Act, shall be transmitted to the Secretary of State who shall transmit it to Congress. States that such agreement shall only become effective at the end of the first period of 60 days of continuous session of Congress after the date on which the agreement is submitted to Congress if approved by both Houses of Congress.
Requires, in the case of executive agreements the disclosure of which would hamper national security, that such agreements be submitted by the Secretary to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives under a written injunction of secrecy. States that such an agreement shall be available for inspection only by Members of Congress.
