A bill to amend Item 603.70 of the Tariff Schedules of the United States as they relate to synthetic rutile as a titanium source material.

Amends the Tariff Schedules of the United States to repeal the customs duty on synthetic rutile and to decrease the customs duty on certain metal- bearing materials used for the extraction of metal or the manufacture of chemical compounds.
