A bill to amend the Small Business Act to authorize the Small Business Administration to make loans with respect to certain economic disasters.

Amends the Small Business Act to authorize the Small Business Administration to make loans to assist any small business concern to continue or reestablish its business or establish a new business if the Administration determines that such concern has been adversely affected by an economic disaster and has suffered or is likely to suffer economic injury without such assistance.
