Amends the Federal Food, Drug, and Cosmetic Act to ban the usage of diethylstilbestrol (DES) as a growth stimulant in any animal intended for use as food or in any animal the product of which is intended for use as food until evidence proves such drug is safe for human consumption.
Stipulates that DES may not be determined to be safe if the Secretary finds that it induces cancer when ingested by man or animal.
