Child Nutrition Act Amendment - Amends the Child Nutrition Act of 1966 to forbid the Secretary of Agriculture from making breakfast assistance payments to a State which is required by State law to operate a breakfast program unless: (1) the costs of operating such a program under the Act are paid for solely from a portion of the State's general revenue fund and from Federal breakfast assistance payments; and (2) the State has not taken into consideration payments under the Act in determining the eligibility of local educational agencies for State aid to education, or the amount thereof.
