A bill to authorize a 2-year program of financial assistance for all elementary and secondary school children in all of the States.
Schoolchildren's Assistance Act - Authorizes the implementation of a two year financial assistance program for all elementary and secondary school pupils in the United States.
Prohibits Federal interference in the administration or operation of any school or school system under the administration of this Act.
Authorizes appropriations for fiscal years 1978 and 1979 for the making of payments under this Act.
Allocates a specified sum to each public and private school pupil for the defraying of costs of such pupils education.
Directs the Commissioner of Education to pay to each local educational agency in the political subdivision in which a public school pupil resides the sum allocated to such pupil under this Act.
Requires the parent or guardian of a child attending or desiring to attend a private school to record this fact with the Commissioner. Establishes separate procedures for the payment to private schools of the funds allocated to such pupils under this Act.
