Amends the Legislative Reorganization Act of 1946 to stipulate that any adjustment in the pay for Members of Congress shall take effect at the beginning of the Congress succeeding the Congress in which such adjustment was approved. Requires each House to specifically approve such adjustment by resolution.
Amends the Federal Salary Act of 1967 to require that recommendations of the President with respect to rates of pay for Members of Congress be specifically approved by resolution by each House before such rates may take effect.
