A bill to require the submission, prior to publication in the Federal Register, to the appropriate committees of the Congress, of all regulations proposed to be promulgated by Federal departments and agencies.

Requires that any proposed regulation promulgated by a Federal agency required by law to be published in the Federal Register must be submitted to Congress 30 days prior to publication or prior to their circulation for public comment, whichever is to occur first.
