A bill to direct the Director of the Community Services Administration to establish a heating fuel subsidy program.
Title I: Heating Fuel Subsidy Program - Heating Fuel Subsidy and Home Winterization Act - Establishes a heating fuel subsidy program to be administered by the Director of the Community Services Administration. Directs the Director to establish uniform national eligibility requirements for participation by households in the program in accordance with minimum prescribed criteria.
Establishes procedures for submission and approval of State plans for the operation of such program. Details the responsibilities and obligations assumed by the States and the Federal Government in administration of the program.
Authorizes the establishment of emergency heating fuel subsidy programs where determined necessary by the Director.
Imposes criminal penalties for unauthorized use of subsidies granted under this title.
Authorizes appropriations for the continuance of subsidies under this program through fiscal year 1983.
Title II: Tax Credit for Insulation Expenditures - Amends the Internal Revenue Code of 1954 to allow individuals a limited, refundable tax credit for expenditures for installation of insulation measures in residences.
