Federal Debt Reduction Incentive-Profit Sharing-Pay Raise Commission Reform Act - Sets annual salaries of Members of Congress at $42,500 plus a commission of $1,000 per year for each $1,000,000,000 of Federal annual budget surplus applied to retirement of the national debt during the fiscal year next preceding up to a maximum of $48,825 per year. Sets the annual salaries of the Speaker of the House and the congressional floor leaders at a maximum of $70,000 and $60,000 respectively.
