Amends the Arms Export Control Act to require the President to transmit certain information to Congress with respect to any proposed major arms sale to a non-NATO country.
Prohibits the issuance of any letter of offer for such sale if the Congress disapproves such letter by concurrent resolution, within the first period of 30 days of continuous Congressional session after receipt of Presidential certification of such offer.
