Requires each State as part of its highway safety program, to enact legislation requiring the use of safety belts in motor vehicles weighing 6,000 pounds or less. Requires that such legislation impose penalties for violations of its provisions. Directs the Secretary of Transportation, upon a finding that a State is not implementing a safety belt use law, to reduce the amount of Federal-aid highway funds apportioned to such State by ten percent. Requires the Secretary to submit an annual report to Congress regarding the implementation and effects of such seat belt legislation. Directs the Secretary to provide assistance to each State in educating the public regarding the hazards of not using safety belts and about the benefits of safety belt use laws.
