Establishes within the Department of Labor a Medical Review Board of three practicing physicians to review occupational disease claims against the United States. Requires the Board to determine the relationship between the duties of Government employee/claimants and the respective diseases or illnesses at issue. Sets forth standards to determine whether such disease or illness arose out of or was caused by employment.
