A bill to amend title IX of the Education Amendments of 1972 to provide that an educational institution shall not be subject to the provisions of such title if such institution does not receive any direct Federal financial assistance.

Exempts any educational institution from the sex discrimination prohibition of the Education Amendments of 1972 if such institution does not receive direct Federal financial assistance.

Defines Federal financial assistance used in this Act and specifically excludes from such definition Federal assistance made available directly to students.
