A bill to permit the transportation of passengers by foreign vessels between ports in the United States if such transportation is not in direct competition with U.S.-flag vessels.

Allows foreign vessels to transport passengers between ports or places in the United States if the Commissioner of Customs determines that such itinerary includes at least one foreign port and is not in direct competition with United States-flag vessels.
