A bill to promote rail-highway safety by requiring light-reflecting markings on railroad locomotives and cars.

Amends the Interstate Commerce Act to direct the Secretary of Transportation to require each common carrier by rail to place light- reflecting paint or reflector markings on all its locomotives and cars in order to promote safety at rail-highway crossings.
