A bill to amend the Controlled Substances Act to provide increased penalties for distribution of heroin by certain persons, and to provide for pretrial detention of such persons.

Amends the Controlled Substances Act to impose increased penalties for the distribution, or the possession with the intent to distribute, of heroin by any person who is not an addict.

Stipulates that any sentence imposed for such a violation may not be suspended, nor may probation or parole be granted.

Authorizes pretrial detention of a person charged with such an offense and sets forth the requirements and procedures for pretrial detention.
