A bill to establish the Controlled Substances Administration to administer all Federal programs relating to the regulation of narcotic and other dangerous drugs, the treatment and rehabilitation of abusers of such drugs, and education and training respecting such drugs.
Controlled Substances Administration Act - Establishes a Controlled Substances Administration, headed by a Director appointed by the President, and transfers to such Director all federal programs and functions for the regulation of controlled substances now being enforced by various Federal authorities.
Requires the Director to conduct a study to determine the effectiveness of the programs and functions transferred and the need for revision or consolidation among such functions or programs.
Authorizes appropriations of such sums as necessary to carry out this Act for fiscal year 1977 and for each of the next four fiscal years.
