A bill to authorize the Secretary of the Interior to acquire, without the expenditure of appropriated funds, interests in land adjacent or related to units of the national park system, or in or adjacent to registered national historic and natural landmarks.

Authorizes the Secretary of the Interior, whenever it is necessary for the proper preservation or management of a unit of the National Park System, to acquire conservation easements by donation, purchase with donated funds, transfer from a federal agency, or exchange. Places specified restrictions on the exercise of this authority of the Secretary.
