Amends the Tariff Schedules of the United States to suspend until June 30, 1978, the customs duties imposed on the importation of latex rubber mattress blanks.

Amends the Tariff Schedules of the United States to repeal the customs duty on competition bobsleds and luges.

Amends the excise tax provisions of the Internal Revenue Code to revise the definition of "substantial contributor" by providing that, for purposes of determining who is a disqualified person with respect to a private foundation for purposes of the rules on self-dealing, contributions made before October 9, 1969, which were made on account of or in lieu of payments required under a lease in effect prior to that date and which were made by reason of a reduction in the rental payments required under the lease, are not treated as contributions to the foundation.
