Amends the John F. Kennedy Center Act to authorize appropriations of $4,700,000 for certain repairs to the John F. Kennedy Center for the Performing Arts. Stipulates that no funds authorized shall be expended under an incentive type contract. Provides that funds authorized shall be expended only under a contract awarded after advertising and competitive bidding.
Directs the Board of Trustees to appoint a comptroller to act as disbursing officer for funds appropriated and defines the duties of the comptroller.
