A bill to amend titles XVIII and XIX of the Social Security Act making unlawful the offer or receipt of consideration for the referral of patients, clients, or customers.

Amends Title XVIII (Medicare) and Title XIX (Medicaid) of the Social Security Act to make it a misdemeanor punishable by a fine or not more than $10,000 or imprisonment for not more than one year or both for any person to offer or receive consideration for the referral of patients, clients, or customers.
