A bill to give consumers the right of choice over automotive parts and service for their vehicles and to prevent a monopoly in the sale of after-market parts and service, amend the Clean Air Act to provide that the manufacturer's performance warranty with respect to the motor vehicle emission system shall be for 12,000 miles or 12 months, whichever first occurs.
