A bill to amend the Uniform Time Act of 1966 to provide for permanent year-round daylight savings time.

Amends the Uniform Time Act of 1966 to make daylight saving time effective on a year-round basis.

Permits States having parts in more than one time zone to establish a uniform time for the whole State.

Requires the Secretary of Transportation to submit to Congress a report on the effects of year-round daylight saving time.
