A bill to amend the Energy Policy and Conservation Act to provide a basis for the development of a new national energy policy.

Amends the Energy Policy and Conservation Act to direct the President to call a National Leadership Conference on Energy Policy during 1977. Declares that the purpose of the Conference shall be to develop specific proposals to increase supplies of energy with minimum impact on the environment while decreasing energy demand without harming America's economic recovery.

Stipulates that representatives of various groups shall be included in the Conference. Establishes procedures for preparations for the Conference, including the appointment of a 15-member committee by the President.
