Amends Title XIX (Medicaid) of the Social Security Act to require the States to carry out inspections of nursing facilities in order to determine if such facilities are in compliance with title XIX standards. Requires the States to make a single agency responsible for the regulation of nursing facilities.
Directs the States to create an ombudsman- ombudswoman system to consider complaints and reports concerning the operation of long-term care facilities under the plan and to establish accreditation standards and procedures for such facilities. Requires the States to appoint trustees to manage facilities which fail to comply with sanitation, environmental, patient care, medical care, dietary, and fire safety standards.
