Forbids any person having custody of any individual who is confined under the authority, or in a penal institution, of the United States or the District of Columbia from allowing such individual to be the subject of any medical research.
Requires a State, in order to receive assistance for correctional institutions under the Omnibus Crime Control and Safe Streets Act of 1968, to include within its comprehensive State plan assurances that no State prisoner will be allowed to be the subject of such research.
Prohibits the Director of the Bureau of Prisons from contracting with any State, territory, or political subdivision of any State or territory for the imprisonment and care of Federal offenders unless such assurances are given.
