Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service for 90 days or more during World War I; during World War I and was discharged or released for a service-connected disability; or for a period of 90 consecutive days or more and such period began or ended during World War I; and who is not eligible for a non-service connected disability pension.
Directs the Administrator to pay medical services costs required outside Veterans' Administration facilities if travel to such facilities would be a burden for the veteran.
Provides for survivor pensions for the widows of such veterans.
