A bill to provide that salary cost-of-living adjustments for Members of Congress shall take effect at the beginning of the Congress in which they are proposed.

Declares that under the Legislative Reorganization Act, cost-of-living pay adjustments for Members of Congress may take effect no earlier than the beginning of the Congress next following the Congress in which they are proposed.
