A bill to amend section 844 of title 18, United States Code, to provide a mandatory death penalty for certain explosives-related offenses.

Increases the minimum and maximum penalties which may be imposed for certain explosives-related offenses. Requires the imposition of the death penalty if as a result of a violation of such offense a death occurs.
