A bill to amend the Commercial Fisheries Research and Development Act of 1964 in order to amend the formula for calculating yearly apportionments to the States of funds available under such Act.

Amends the Commercial Fisheries Research and Development Act of 1964 to (1) change to October 1 the yearly date on which apportionment to the States of Funds available under the Act must be made; and (2) revise the formula used for calculating such apportionments under the Act.
