A bill to amend title 28, United States Code, to provide more effectively for bilingual proceedings in certain district courts of the United States.
Bilingual Courts Act - Requires that whenever a Federal district judge, including a United States magistrate or referee in bankruptcy, determines that a party or witness does not speak and understand the English language such proceeding or appropriate portion thereof shall be (1) simultaneously translated through an interpreter certified by the Director of the Administrative Office of the United States Courts and (2) recorded verbatim.
