Bans aerosol cans in commerce unless they conform to safety standards established by the Consumer Product Safety Commission pursuant to this Act. Sets civil penalties for violations of this Act. Preempts the authority of a State or political subdivision thereof to establish or continue in effect any nonconforming safety standards.
