A bill to amend title 38, United States Code, to liberalize the provisions for special emphasis in employment of disabled veterans.

Reduces from 30 to 10 percent the disability rating necessary to qualify a disabled veteran for special emphasis in affirmative action programs of the Federal Government and of private contractors doing business with the Federal Government.
