A bill to deny Members of Congress any increase in pay under any law passed, or plan or recommendation received, during a Congress unless such increase is to take effect not earlier than the first day of the next Congress.

Amends the Legislative Reorganization Act of 1946 to defer any increase in pay for Members of Congress until the first day of the session beginning after any law is passed or plan or recommendation for such increase is made.
