Empowers a Federal grand jury conducting an inquiry into the activities of an officer in the executive branch to have appointed by a district court judge a special prosecutor to assist it.
Stipulates that a special prosecutor shall have exclusive authority and responsibility on behalf of the United States to conduct all grand jury and other criminal proceedings arising out of such an inquiry.
