A bill to amend title 39, United States Code, to provide that the postmark on mail matter shall disclose the name of the city or community in which the mail matter is actually mailed, the assigned ZIP code, and the date and time of mailing.

Requires that the postmark on mail matter disclose: (1) the name of the city or community and the State, territory, or possession in which the item was actually mailed; (2) the date; (3) the time of postmarking; and (4) the ZIP code, notwithstanding that such item may have been postmarked elsewhere.
