Designates specified lands in the Organ Pipe Cactus National Monument in Arizona as wilderness, to be administered by the Secretary of the Interior. Authorizes the Secretary to utilize motorized vehicles for certain uses within the wilderness area. Repeals existing Federal legislation relating to the disposition of such lands under mineral leasing laws.
