Authorizes the construction of the project for the enlargement of Greenville Harbor in Mississippi, at an estimated Federal cost of $17,600,000. Stipulates that such authorization shall not become effective until approval of the advanced engineering and design memorandum report by the Secretary of the Army and the Chief of Engineers.
