Amends Title XVIII (Medicare) and Title XIX (Medicaid) of the Social Security Act to require the Secretary of Health, Education, and Welfare, at least once each year, to conduct an audit of the books, accounts, and records of each hospital, skilled nursing facility, intermediate care facility, and other institutional facility certified for participation under a State plan pursuant to such titles.
