Makes it a Federal crime to kill or assault a fireman or law enforcement officer engaged in, or on account of action taken in, the performance of duty when the offender travels in interstate commerce or uses any facility of interstate commerce for such purpose.
Establishes, upon the failure of the State or local authorities where the crime took place to make an arrest within 24 hours after the killing or assault, the rebuttable presumption that the perpetrators so traveled or used such a facility. (Adds 18 U.S.C. 1116)
