Directs that the time during which a certain individual was imprisoned in Southeast Asia be considered active service by him in the Marine Corps for purposes of veterans' benefits under the Social Security Act. Directs the Secretary of the Treasury to pay a sum to such individual in full settlement of such individual's claims against the United States.
