Title I: Amendments to the Consolidated Farm and Rural Development Act - Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make grants: (1) to a water system or association with the legal authority to construct, operate, and maintain a water system to enable such a system or association to serve its users at a reasonable rate and to achieve compliance with national drinking water regulations imposed by Title XIV (Safety of Public Water Systems) of the Public Health Service Act;and (2) to a water system which has achieved compliance with all national drinking water regulations to enable such a system to serve its users at a reasonable rate.
Title II: Amendments to Title XIV of the Public Health Service Act - Amends the Public Health Service Act to provide that any public water system: (1) which is located in a rural area; (2) which is not in compliance with any national primary drinking water regulation; (3) which is unable to comply because to achieve compliance would require the imposition of an unreasonable user rate; and (4) which has applied for a grant which would enable such system achieve compliance, shall be deemed to be in compliance from the date of grant application and ending on the date of application withdrawal or the date facilities are operational.
Authorizes appropriations through fiscal year 1979 for research, technical assistance, information, and training of personnel under Title XIV.
