A bill to require that the Federal Government pay interest on overdue contract payments, and for other purposes.

Requires a Federal agency to pay a specified rate of interest on any contract payment which is more than 30 days overdue.

Entitles any holder of a Federal contract or subcontractor under a Federal contract for which payment is overdue to commence an action in the United States Court of Claims to recover such payment.
